Canonical Rule
A concept has one approved canonical URL. Existing content is updated in place when that URL exists. New URLs are created only when the concept and institutional role are distinct.
Redirect Rule
A legacy alias is redirected only when the destination is verified. The alias may be drafted rather than deleted so its history can be audited.
Sitemap Rule
Draft aliases, redirect-only URLs, broken pages, and noncanonical duplicates must not remain in the public sitemap.
Unknown Target Rule
